Catawba Cats Count TNR Application


Catawba Cats Count is our Trap-Neuter-Return (TNR) program for community cat colonies in Catawba County. Apply here for spay/neuter surgery, a rabies vaccination and an ear-tip, for up to four cats per application.

A feral cat is an unsocialized outdoor cat that fears humans, while a community cat in a TNR (Trap-Neuter-Return) program is an umbrella term for any unowned outdoor cat — friendly or feral.

Thank you for your interest in the Catawba Cats Count Trap-Neuter-Return (TNR) Program. This program is designed to help reduce the population of free-roaming/community cats through spay/neuter, vaccination, ear-tipping, and return to their established outdoor environment.

Feral Cat Package Includes

  • Spay or neuter surgery
  • Rabies vaccination
  • Ear tipping

Humane Trap Requirement

  • All feral cats must be presented in a humane live trap.
  • Cats presented in carriers, crates, boxes, or any other container will not be accepted for feral/TNR services and will be declined.

Ear Tip Requirement

The ear tip is a mandatory component of the feral cat package and may not be declined. If an owner or caregiver declines the ear tip, the feral cat package will be voided, and all services provided will be charged at the applicable full-price individual service rates. By presenting a cat for feral/TNR services, the owner or caregiver acknowledges and agrees to these requirements.

Policy Enforcement

These requirements are in place to support safe handling, accurate identification, and effective community TNR efforts. The Humane Society of Catawba County may decline services when the requirements of this policy are not met.

Program Requirements & Veterinary Services

By submitting this application, I understand and agree that:

  • A $25.00 program fee per cat applies, with a maximum of four cats per application.
  • Cats must meet all program eligibility requirements and be considered medically appropriate for surgery by the participating veterinarian.
  • The veterinarian may postpone or decline surgery if a cat is determined to be medically ineligible or otherwise not an appropriate surgical candidate.
  • Participating cats will be ear-tipped as permanent visual identification that they have been sterilized through a TNR program.
  • The program covers only the veterinary services specifically included in the TNR program.
  • Additional veterinary services, including diagnostics, medications, treatment, bloodwork, disease testing, or other testing, are not included. Services requested or required outside the program may result in additional costs to the applicant and, in some cases, may make the cat ineligible for participation.
  • Submission of an application does not guarantee approval or surgery for every cat.
  • Applicants agree to follow all instructions provided by the TNR program and participating veterinary personnel.
  • HSCC and the participating veterinarian reserve the right to deny or discontinue participation if program requirements are not met, or a cat is determined to be ineligible.
